Identify job-specific OHS legal obligations and potential legal liabilities
- Review the OHS laws, regulations and the organisation's safety policies and procedures that apply to your workplace
- Identify potential hazards in the workplace
- Work out the legal obligations for managing each hazard, and how it could lead to legal liability for you and your organisation
- Record every hazard and potential liability and report them to the right supervisor or safety person
Learners who complete both modules and pass the required assessments receive a QCTO skills programme certificate. Recognition of Prior Learning (RPL) is available for learners who can show the required competencies.
Spot the hazard and the legal risk before it becomes an incident
The practical module runs in a simulated training environment with workplace scenarios, safety signage, hazard identification tools and OHS legal documents. You practise recognising risks, working out what the law requires and seeing what non-compliance could cost — without needing a real accident to learn from.
Know the law
Review the OHS laws, regulations and workplace safety policies that apply to your job, and understand what you are legally responsible for.
See the hazard
Build vigilance and hazard awareness, using risk assessment, compliance audit and incident analysis techniques to find what could go wrong.
Report it properly
Record hazards and potential liabilities accurately and report them to your supervisor or safety personnel so corrective action can follow.
OHS Act duties, hazard reporting and legal liability in practice
- Explain the main OHS laws in South Africa and how they relate to each other

Skills Programme SP-250604
This is a QCTO skills programme, identified by its Skills Programme ID (SP-250604) and curriculum code (900389-000-00-00). Skills programmes are not given a SAQA qualification ID, so be cautious of any provider that quotes one, or a different NQF level or credit value, for this programme. Confirm the programme details, Wheelset Academy's provider accreditation scope and the current intake directly with the QCTO and with admissions, rather than taking any provider's word for it — including this page.
The programme's requirements also set out the conditions a provider must meet: facilitators and assessors must hold a qualification at least one NQF level higher than the programme and have at least two years' work experience, with a facilitator-to-learner ratio of 1 to 30 for face-to-face training and 1 to 50 for distance learning.
