Advanced OHS Compliance Ensurer Course (NQF 6) in South Africa
The Advanced Occupational Health and Safety (OHS) Compliance Ensurer Skills Programme (SP-250601) is built for managers and senior team leaders who answer for OHS compliance in their department or team. It teaches you the legal, moral and financial obligations of management, the types of liability that can attach to you and your organisation, and how to build OHS into corporate governance — then puts that into practice by leading a compliance audit and driving the improvement plan.
It is a QCTO skills programme at NQF Level 6 with 5 credits (3 knowledge, 2 practical), and the Health and Welfare SETA (HWSETA) is the quality partner. Entry is an NQF Level 5 qualification plus successful completion of the Intermediate OHS Compliance Ensurer skills programme. This course is delivered from Wheelset Academy's Pretoria and Kempton Park branches.

Legal liability and corporate governance for managers
At NQF 5 you learn your own duties as a supervisor. At NQF 6 you look at the whole organisation: which legal, moral and financial obligations management carries, and how liability can reach you, your department and the business.
Personal and vicarious liability
When you can be held responsible for your own acts or omissions, and when the organisation answers for the acts of the people it employs.
Joint, several and strict liability
How responsibility can be shared between parties, and where liability can arise without proof of fault.
Civil and criminal liability
The difference between claims for compensation and prosecution, and the common and statutory implications of OHS for your organisation.
Corporate governance
Choosing and applying methods that build OHS liabilities into governance practice, in line with good corporate governance (the King reports).
Legal appointments
Identifying the specific legal appointments and assignments your organisation must make, and who holds them.
Policy and ethics
Upholding and promoting the organisational OHS policy and procedures, correcting deviations and improving them over time.
Lead the audit, then lead the fix
The practical module runs in a simulated or real organisational environment. You carry out a full OHS compliance audit and then lead the implementation of the strategies that come out of it, so you practise managing compliance from findings to results — without needing a real incident to learn from.
Audit
Review OHS policies, procedures and documentation against current legislation, then run interviews and inspections to find non-compliance.
Plan and report
Build an improvement plan with corrective actions and timelines, and present findings, recommendations and action plans to senior management.
Implement and monitor
Roll out the plan with timelines and resources, train and communicate with staff, track performance with reviews and metrics, and adjust where compliance gaps remain.
OHS legal liability, corporate governance and compliance leadership in practice
- Identify and interpret the legal, moral and financial obligations of management for every OHS aspect of your organisation
- Interpret the common and statutory legal implications of OHS in your workplace
- Recognise personal, vicarious, joint and several, strict, civil and criminal liability and where each applies
- Identify the legal appointments and assignments your organisation is required to make
- Evaluate, select and apply methods that integrate OHS liabilities into corporate governance
- Debate how strategic, tactical and operational management levels each carry OHS management
- Compare transformational, transactional and situational leadership and judge which suits a given organisation
- Analyse the strategic role of the OHS practitioner in policy, risk management and compliance
- Audit existing OHS policies, procedures and documentation against current legislation
- Write an improvement plan and present an audit report to senior management
- Lead training and communication so staff follow new OHS procedures
- Monitor effectiveness with reviews and performance metrics, and adjust strategies as needed

Skills Programme SP-250601
This is a QCTO skills programme, identified by its Skills Programme ID (SP-250601) and curriculum code (900401-000-00-00). Skills programmes are not given a SAQA qualification ID, so be cautious of any provider that quotes one, or a different entry requirement, NQF level or credit value, for this programme. Confirm the programme details, Wheelset Academy's provider accreditation scope and the current intake directly with the QCTO and with admissions, rather than taking any provider's word for it — including this page.
The programme's requirements also set out the conditions a provider must meet: facilitators and assessors must hold a qualification at least one NQF level higher than the programme and have at least two years' work experience, with a facilitator-to-learner ratio of 1 to 30 for face-to-face training and 1 to 50 for distance learning.

Advanced OHS Compliance Ensurer course FAQs
What is the Advanced OHS Compliance Ensurer course?
It is a QCTO skills programme (SP-250601) at NQF Level 6 with 5 credits. It prepares managers to oversee and implement OHS compliance in their department or team: understanding management's legal, moral and financial obligations, the types of liability involved, corporate governance, and leading a compliance audit and improvement plan.
What does an Advanced OHS Compliance Ensurer do?
They oversee and implement OHS compliance within their department or team. That includes identifying the organisation's OHS legal obligations, building OHS liabilities into corporate governance, and promoting the organisational OHS policy and procedures, correcting deviations and improving them over time.
What are the entry requirements?
You need an NQF Level 5 qualification and successful completion of the Intermediate OHS Compliance Ensurer skills programme. If you do not meet these requirements but have relevant experience, ask admissions about Recognition of Prior Learning (RPL).
How many credits does the programme carry, and how long does it take?
5 credits in total: 3 knowledge credits (two modules of 2 and 1 credits) and 2 practical credits, delivered in a blended format. Wheelset Academy has not published a fixed programme duration yet, so confirm the intake structure with admissions.
What do the knowledge modules cover?
The first covers strategic risk management in OHS and the legal implications for organisational leadership, including strategic, tactical and operational management levels. The second covers legal governance in workplace safety: governance frameworks, leadership and organisational culture, leadership styles, and the strategic role of the OHS practitioner.
What practical skills will I practise?
You conduct an OHS compliance audit in a simulated or real organisational environment: reviewing policies and documentation against legislation, running interviews and inspections, developing an improvement plan and presenting an audit report to senior management. You then lead the implementation of the compliance strategies, train and communicate with staff, and monitor results.
What types of legal liability does the course cover?
Personal, vicarious, joint and several, strict, civil and criminal liability, alongside the common and statutory legal implications of OHS. You learn how these apply to your organisation and to your own position as a manager.
What are the King reports and why do they matter for OHS?
The King reports set out good corporate governance practice in South Africa. The programme teaches you to apply good corporate governance in your organisation, which includes building OHS liabilities into governance and decision-making rather than treating safety as a separate function.
What is the difference between the Essential, Intermediate and Advanced programmes?
Essential (NQF 2, 2 credits) covers the OHS legal duties of every employee. Intermediate (NQF 5, 3 credits) is aimed at supervisors and adds personal liability, incident management and compliance audits. Advanced (NQF 6, 5 credits) is aimed at managers and adds liability types, corporate governance and leading compliance across a department or team.
Is this the same as an OHS officer or safety officer course?
No. This programme focuses on management's legal obligations, governance and compliance leadership. It is not a health and safety representative or safety officer qualification. Wheelset Academy offers separate safety training for those roles.
How is the programme assessed and who quality-assures it?
Each module is assessed against defined internal assessment criteria, and skills programme learners also complete a final integrated assessment before receiving the QCTO certificate. The Health and Welfare SETA (HWSETA) is the quality partner. Confirm the assessment format and Wheelset Academy's accreditation scope with admissions or the QCTO before enrolling.
Where can I go after this programme?
The related skills programmes are Essential OHS Compliance Ensurer (NQF Level 2, 2 credits) and Intermediate OHS Compliance Ensurer (NQF Level 5, 3 credits), and other related OHS skills programmes are available. Confirm progression options with admissions.
