Intermediate OHS Compliance Ensurer Course (NQF 5) in South Africa
The Intermediate Occupational Health and Safety (OHS) Compliance Ensurer Skills Programme (SP-250605) is built for supervisors and team leaders. It teaches you the personal legal liabilities you carry under OHS legislation, how to report incidents, injuries, near misses and hazardous conditions, and how to enforce your employer's safety procedures — then puts that into practice by running a compliance audit and putting corrective actions in place.
It is a QCTO skills programme at NQF Level 5 with 3 credits (2 knowledge, 1 practical), and the Health and Welfare SETA (HWSETA) is the quality partner. Entry is an NQF Level 4 qualification plus successful completion of the Essential OHS Compliance Ensurer skills programme. The Intermediate OHS Compliance Ensurer is a legislated role found in all supervisory occupations, and this course is delivered from Wheelset Academy's Pretoria and Kempton Park branches.

What the Intermediate OHS Compliance Ensurer course covers
The 3-credit skills programme is built from one knowledge module (2 credits) and one practical skill module (1 credit), each assessed against defined internal assessment criteria.
Knowledge module · 2 credits
Intermediate Occupational Health and Safety legal liabilities for all employees
- Analysis of OHS legislation and regulatory frameworks, including how the laws developed, their core requirements, the role of regulatory bodies, inspections and penalties, and the effect of legislation on workplace safety culture
- Employee responsibilities and duties, including duty of care, taking part in hazard identification and risk assessment, safe work practices and PPE, reporting OHS concerns, and personal accountability
- Reporting and managing incidents and hazards, including reporting systems, risk assessment techniques, incident investigation and root cause analysis, and corrective and preventive action
- Employer responsibilities and support systems, including legal accountability, OHS policies and programmes, employee training, safe work environments and health and safety committees
Practical skill module · 1 credit
Enforce OHS legal accountability in a workplace
- Develop an audit plan and checklist from current OHS regulations and your organisation's safety policies
- Review compliance by inspecting safety procedures, equipment and workplace practices
- Identify and document non-compliance, hazards and deviations from required procedures
- Develop, recommend and implement practical corrective actions that align with safety regulations
- Prepare an audit report, present it to management and follow up until corrective actions are in place
Learners who complete both modules and pass the required assessments receive a QCTO skills programme certificate. Recognition of Prior Learning (RPL) is available for learners who can show the required competencies.
Audit the workplace, then fix what you find
The practical module runs in a simulated work environment with safety procedures, equipment and documentation that reflect real operational and safety conditions. You carry out a full OHS compliance audit from planning to follow-up, so you practise holding a workplace to the law — without needing a real incident to learn from.
Plan the audit
Build an audit plan and checklist from current OHS regulations and organisational safety policies, define the scope and pick the key areas to evaluate.
Find the gaps
Inspect procedures, equipment and workplace practices with audit tools and techniques, then document non-compliance, hazards and potential risks.
Fix and report
Recommend and implement corrective actions, write the audit report, present it to management and follow up so the actions are monitored for compliance.
Supervisor legal liability, incident reporting and OHS compliance audits in practice
- Analyse how OHS legislation developed and what its key milestones and amendments mean today
- Explain the core components and statutory requirements of current OHS laws, including those for high-risk industries
- Evaluate what regulatory bodies do, how inspections work and what penalties apply for non-compliance
- Describe the legal obligations of employers and employees, including mandatory training and record-keeping
- Identify the personal legal liabilities you carry as a supervisor and document your legal responsibilities
- Take part in hazard identification and risk assessment, and work with safety committees
- Report incidents, injuries, near misses and hazardous conditions through the correct channels
- Describe how to investigate an incident and use root cause analysis to find the underlying factors
- Develop and implement corrective and preventive actions, and monitor whether they work
- Understand how to develop OHS policies and programmes and design and deliver OHS training for employees
- Enforce safety procedures consistently, monitor adherence and coach your team to follow them
- Run a compliance audit, write the audit report and follow up on corrective actions

Skills Programme SP-250605
This is a QCTO skills programme, identified by its Skills Programme ID (SP-250605) and curriculum code (900273-000-00-00). Skills programmes are not given a SAQA qualification ID, so be cautious of any provider that quotes one, or a different entry requirement, NQF level or credit value, for this programme. Confirm the programme details, Wheelset Academy's provider accreditation scope and the current intake directly with the QCTO and with admissions, rather than taking any provider's word for it — including this page.
The programme's requirements also set out the conditions a provider must meet: facilitators and assessors must hold a qualification at least one NQF level higher than the programme and have at least two years' work experience, with a facilitator-to-learner ratio of 1 to 30 for face-to-face training and 1 to 50 for distance learning.

Intermediate OHS Compliance Ensurer course FAQs
What is the Intermediate OHS Compliance Ensurer course?
It is a QCTO skills programme (SP-250605) at NQF Level 5 with 3 credits. It teaches you the personal legal liabilities you carry as a supervisor under OHS legislation, how to report incidents, injuries, near misses and hazardous conditions, and how to enforce your employer's safety procedures, and it ends with a practical compliance audit.
What does an Intermediate OHS Compliance Ensurer do?
It is a legislated job role that exists in all supervisory occupations. All employees must know and follow the essential OHS requirements of their workplace, and supervisors must also enforce compliance with OHS legislation and processes in the workplace.
What are the entry requirements?
You need an NQF Level 4 qualification and successful completion of the Essential OHS Compliance Ensurer skills programme. If you do not meet these requirements but have relevant experience, ask admissions about Recognition of Prior Learning (RPL).
How many credits does the programme carry, and how long does it take?
3 credits in total: 2 knowledge credits and 1 practical credit, delivered in a blended format. Wheelset Academy has not published a fixed programme duration yet, so confirm the intake structure with admissions.
What does the knowledge module cover?
It covers four areas, each given equal weight: analysis of OHS legislation and regulatory frameworks, employee responsibilities and duties in OHS management, procedures for reporting and managing incidents and hazards, and employer responsibilities and support systems.
What practical skills will I practise?
You carry out an OHS compliance audit in a simulated work environment. You develop an audit plan and checklist, inspect safety procedures, equipment and practices, document non-compliance, recommend and implement corrective actions, then write and present an audit report and follow up.
What is legal liability in OHS?
Legal liability is the legal responsibility to compensate for harm or damage caused by your actions or failure to act. In OHS it can arise when an injury or illness happens because of negligence or a failure to follow safety regulations, and it can lead to civil claims, penalties and the duty to make restitution. As a supervisor, you can carry personal liability as well as your employer.
What is the difference between the Essential, Intermediate and Advanced programmes?
Essential (NQF 2, 2 credits) covers the OHS legal duties of every employee. Intermediate (NQF 5, 3 credits) is aimed at supervisors and adds personal liability, incident management and compliance audits. Advanced (NQF 6, 5 credits) is the highest level. Confirm the right level for your role with admissions.
Is this the same as an OHS representative or safety officer course?
No. This programme focuses on the legal liabilities and compliance duties of supervisors. It is not a health and safety representative or safety officer qualification. Wheelset Academy offers separate safety training for those roles.
Who quality-assures this programme?
It is a QCTO skills programme, with the Health and Welfare SETA (HWSETA) as the quality partner. Confirm Wheelset Academy's accreditation scope with admissions or the QCTO before enrolling.
